1. The Republic of Uzbekistan has received financing from the Asian Development Bank (ADB) toward the cost of Sustainable Solid-Waste Management Project, and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

The State Committee of the Republic of Uzbekistan for Ecology and Environment Protection (“the Purchaser”) invites sealed bids from eligible bidders for Supply of 1100-liter SW disposal bins.

2. Open competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all bidders from eligible countries as described in the Bidding Document.

Only eligible Bidders with the following key qualifications should participate in this bidding:

3.1 Contractual Experience

Successful completion as main supplier within the last five (5) years (2016-2020), of at least one (1) contract valued at US$1.8 million with nature, and complexity same to the scope supply described in Section 6 (Schedule of Supply) of the Bidding Document.

3.2 Technical Experience

Goods offered have been in production for at least three (3) years (2018-2020) and a minimum of eighteen thousand (18,000) units of same capacity have been sold and have been operating satisfactorily for at least three (3) years (2018-2020).

3.3 Production Capacity

Bidder shall demonstrate per each lot that it can supply the type, size, and quantity of the goods as required by Purchaser in accordance with the Delivery and Completion Schedule in Section 6 (Schedule of Supply) of the Bidding Document.

3.4 Financial Situation

Bidder shall demonstrate soundness of its financial position showing long-term profitability demonstrated through audited annual financial statements (balance sheet, income statement) for the last three (3) years (2018-2020).

3.5 Size of Operation

Bidder shall demonstrate average annual turnover of (converted into US dollars) equivalent to US$4,000,000, calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years (2018-2020).

3.6 Cash Flow Capacity

Bidder shall demonstrate availability of or access to liquid assets, lines of credit, and other finances sufficient to meet any possible cash flow requirement that may arise during the execution of the contract, which is US$0.97 million.
