In accordance with the Decree of the President of the Republic of Uzbekistan "On Measures to Ensure Environmental Sustainability through Further Increasing the Level of Greenery in the Republic and the Consistent Implementation of the National Project "Yashil Makon" (Green space)," the Ministry of Ecology, Environment Protection, and Climate Change (hereinafter referred to as the Ministry) is implementing a tree passportization system in the city of Tashkent, to be carried out in three stages.

During the first stage, tree inventory will be conducted using aerial and satellite imagery. Subsequently, with the assistance of a system developed by the Scientific Research Institute of Environment and Nature Protection Technologies under the Ministry, the coordinates of each tree will be determined.

The second stage aims to conduct a more detailed inventory of trees, including parameters such as tree type, diameter, precise coordinates, and photographic images. Working groups will be created to organize these activities, involving employees of the Ministry and its regional divisions, officials from the Tashkent city administration, other government agencies, and environmental activists.

After completing a comprehensive and detailed tree inventory in Tashkent, the results of the inventory will be entered into the electronic platform "Yashil Makon" during the third stage.

It is worth noting that in order to implement the Action Plan for organizing tree passportization, a procurement of 100 sets of GNSS (Global Navigation Satellite System) equipment is planned under an agreement with the International Public Fund "Zamin." Each set includes GNSS receivers and GNSS base stations for determining the most accurate tree locations, a laser rangefinder, tablets, and specialized Field Map software. Additionally, the Decree provides for the purchase of an additional 100 sets of GNSS devices.

The conducted tree passportization will provide the following opportunities:

- Establish a constantly updated geoinformation database with accurate information on the quantity, location, type, height, diameter, and condition of trees.
- Maintain a complete tree inventory and assign responsibility to relevant authorities for tree preservation and care.
- Make informed decisions when planning the planting of new trees based on their quantity and location, as well as replacing old trees depending on their condition and species.
- Provide detailed information to the public about trees during urban planning and land allocation.
- Enhance control over illegal tree felling since, according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 464 dated 22.08.2022, the amount of damage caused to the plant world as a result of illegal tree felling is calculated based on the tree type and diameter.
